I guess the only thing you could of done to improve it, was make it bigger. That's it, really.
I kinda like this cute design you've come up with, it looks very much like the classic 'chibi' style of design in anime/manga, except something else entirely. I have to agree with Matt, sorry if this sounds weird but the little character does look similar to you - maybe it's the hair (the hair style and colour)?
The snow effects look pretty cool, and while the background is simple, it's very effective. You can also tell it's snow (or a winter setting, at least) because of the girl's rather thick-appearing dress also because of hear ear muffs.
This picture looks really nice. I think it could seriously work well as like, a greeting card of some kind, really. I'm sure it could make anyone's day. I mean, a cute little character, a charming expression, and holding up a gift (the flower). Sounds nice to me.
It's not under-done, it's just right. Nice work.
